Owasso has some of the Tulsa area's newest housing. According to the U.S. Census Bureau's American Community Survey (ACS 2024 5-year), the median Owasso home was built in 2001, only 15.9% of homes date from before 1980, and 23.6% were built in 2010 or later. News 9 reported that the city grew about 32% between 2010 and 2020. About 40,151 people live there.
Newer houses raise different questions than midtown Tulsa's 1940s homes, starting with the first big replacement. The Department of Energy puts a tank water heater's life at 10–15 years, so a house built in the early 2000s may already be on its second unit, or due for one.
According to the city, depending on your address your water may come from the City of Owasso, which buys all of its water from the City of Tulsa, or from Rogers County Rural Water District #3 or Washington County Rural Water District #3.
Before a plumber quotes a water service line, meter connection or irrigation backflow device, check which provider serves your address. Your water bill shows it.
The city also straddles a county line. ACS figures place about 80% of Owasso's land in Tulsa County and about 20% in Rogers County. Rural homes on septic need an Oklahoma DEQ Authorization to Construct before a system is installed or modified.
Plumbing permits in Owasso go through the Community Development Department's Building Division at City Hall, 200 S. Main St. According to the city's permits page:
Plumbing for hire must be done by a contractor licensed by Oklahoma's Construction Industries Board, and gas piping only by a licensed plumbing contractor, journeyman or mechanical licensee. This is general information, not legal advice; check with the city for your project.

Learn moreOwasso shares Tulsa's weather. NOAA's 1991–2020 normals for Tulsa International Airport show about 72 nights a year at or below freezing, with a January average low of 28.0 °F. In February 2021, Tulsa stayed below freezing for 10 consecutive days and hit −13 °F. Even newer homes have hose bibs, garage lines and sprinkler backflow devices that can freeze in a cold snap like that.
According to the city's permits page, Owasso requires a plumbing permit for any plumbing installation except minor repairs, such as replacing the working parts of a faucet or valve, clearing a stoppage, or fixing a leak without changing piping. A water heater swap or new piping generally needs a permit and inspection. Ask the plumber you hire to pull it.
It depends on your address. According to the city, Owasso homes may be served by the City of Owasso, which buys its water from the City of Tulsa, or by Rogers County Rural Water District #3 or Washington County Rural Water District #3. Check your water bill or ask the city's utility billing office before a plumber works on your water service line.
Oklahoma law exempts an owner doing work on their own owner-occupied, single-family primary home; rentals and flips are not covered. Owasso's permits page says homeowners doing their own plumbing still need a permit and inspection. If you are unsure, a licensed plumbing contractor can quote the job and handle the permit. This is general information, not legal advice.
